Abstract

Rural tourism development often faces complex and interrelated constraints that cannot be effectively addressed through fragmented or sectoral approaches. This study aims to identify and prioritize the key constraints affecting the development of Kampung Karuhun, a rural tourism destination located in Citengah Village, South Sumedang District, West Java Province, Indonesia, by employing an integrated Interpretative Structural Modeling (ISM) and Analytical Hierarchy Process (AHP) framework. Data were collected through expert-based Focus Group Discussions involving destination managers, academics, and local government representatives, enabling a systematic examination of structural relationships among development constraints and stakeholder-based prioritization.  The ISM results reveal that accessibility emerges as the most fundamental structural constraint, exhibiting the highest driving power within the system and influencing the effectiveness of other development elements. The subsequent AHP analysis confirms a strong consensus across stakeholder groups, consistently identifying limited access infrastructure as the most critical barrier to destination development. The convergence of ISM and AHP findings indicates that accessibility functions as a systemic prerequisite for activating local tourism potential and enhancing destination performance.  This study contributes theoretically by advancing a systemic and integrative analytical approach to rural tourism research, moving beyond descriptive analyses toward a structured understanding of constraint hierarchies and actor-based decision-making. From a policy perspective, the findings underscore the importance of positioning infrastructure improvement—particularly accessibility—as a strategic entry point in rural tourism development policies, especially in emerging rural destinations in developing regions.
